Summary
Sr. Cost Estimator will advise and assist in executing on-going and future Military Construction (MILCON) and Facilities Sustainment Restoration and Modernization (FSRM) projects across the MCIEAST Commands. Programmatic activities include: FSRM and MILCON Project Development, Project Planning & Program Development, Asset Management activities, and Program Support operations
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
  • Participate in in-process reviews for project planning, design, and execution throughout the construction lifecycle including:
  • Participate in design reviews (i.e. 35%, 65%, 95%) and construction milestones.
  • Develop cost estimates using various methods, including parametric models.
  • Analyze cost estimates developed by other professionals/peers.
  • Identify and research factors affecting project costs.
  • Provide forensic analysis and documentation as needed.
  • Gather relevant documents; independently research industry costs and practices.
  • Assist in writing specifications for all types of construction.
  • Analyze strengths and risks of others’ estimates based on RFP, proposal, blueprints, specs, or other documents.
  • Work with project managers and other consultants to find ways to reduce costs without endangering the success of the project.
  • Create and maintain strong relationships with clients.
  • Will perform cost estimates for large-scale construction projects such as multi-story facilities, aircraft hangars, dormitories, and airfields.
  • Cost estimate types include parametric and detailed quantity take-off estimates.
  • Performs other job-related duties as required.
 
SUPERVISORY/MANAGEMENT AUTHORITY
Non-supervisory. Reports to Program Manager.
 
EDUCATION AND EXPERIENCE
Bachelor Degree from an ABET accredited Electrical, Mechanical, or Civil Engineering program or NCARB accredited Architecture program. Certification as a Certified Cost Professional (CCP) as issued by the American Association of Cost Engineers or a Certification as a Certified Cost Engineer (CCE) issued by the DOD is desirable. A minimum of 5 years of professional cost engineering accepted standard of practice (code) experience for new construction cost engineering, including renovation cost engineering experience, is required. A minimum of 5 years of prior work experience in the design and/or construction fields is desired. Uses software products to develop and provide cost estimates that includes Micro-Computer Aided Cost Estimating System (MCACES), RS Means CostWorks, and Parametric Cost Engineering System Software (PACES).
 
KNOWLEDGE, SKILLS AND ABILITIES
  • Responsible for the preparation of detailed cost estimating products, services, and consultation for construction and maintenance facilities including minor construction, MILCON, demolition, maintenance, space utilization, and facilities development..
  • Develops construction costs by analyzing labor and material requirements for projects, utilizing cost estimating principles, concepts, and DoD/NAVFAC criteria and policies.
  • Participates in QA/QC of construction cost estimates and reviews to ensure compliance and eliminate possible misrepresentations in the bid documents striving to avoid costly change orders and construction delays.
  • Knowledge of industry standard cost estimating tools to develop and provide cost estimates that includes Micro-Computer Aided Cost Estimating System (MCACES), RS Means CostWorks, and Parametric Cost Engineering System Software (PACES).
  • Professional written and oral communication skills.
  • Successfully pass a federal background check and a drug screen
  • On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden's COVID 19 vaccine mandate for federal contractors. Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
 
WORK ENVIRONMENT
Work will be performed in climate-controlled office environment.
