Job Description:

Position: Our client is seeking a motivated and team-oriented full-time Senior Civil Engineer to join its Bridge Engineering team. This position will primarily manage the design, permitting, and construction of the County’s most complex capital improvement projects on the County’s six Willamette River bridges (Sellwood, Hawthorne, Morrison, Burnside, Broadway, and Sauvie Island) in Portland, Oregon.

Responsibilities:

  • Project Management: Manage bridge and public works projects from design through construction, ensuring project elements meet the needs of County stakeholders.
  • Planning and Budgeting: Prepare and administer project agreements, develop cost estimates and budgets, and review design criteria and standards.
  • Stakeholder Communication: Maintain ongoing communication with community stakeholders, participate in public outreach events, and work with funding partners and local agencies to ensure compliance with federal, state, and local regulations.
  • Coordination: Represent the County at various meetings with agencies, consultants, and stakeholders; coordinate with the Oregon Department of Transportation and provide regular project status updates to the public.
  • Engineering Design: Perform engineering design work in support of the County’s bridge maintenance activities.
  • Mentorship: Mentor and coach junior staff; lead weekly project team meetings to share information on progress, schedules, and issues.
  • Quality Assurance: Review and approve plans, specifications, and estimates; negotiate change orders, manage construction inspectors, and review contractor schedules, work plans, procedures, and estimates.

  • Develop genuine and candid relationships with project staff, establishing a positive team culture.
  • Understand the status and pending changes of Multnomah County-owned bridges and structures.
  • Build strong relationships with all stakeholders, including the Oregon Department of Transportation and other regional organizations.

The Successful Candidate:

  • Experience: Demonstrated experience in capital project management and a deep understanding of project management principles, including the ability to monitor schedules, scope, and budget. Experience preparing plans, estimates, and specifications for bridge-related projects and working with maintenance staff on smaller projects.
  • Skills: Excellent communication skills, both verbal and written, with exceptional presentation skills. Ability to build and maintain trust within the organization, the community, and with stakeholders.
  • Attributes: Ability to work collaboratively as part of a team, demonstrate exceptional customer service, equity, and inclusiveness, and effectively juggle multiple competing priorities and tasks.
  • Knowledge: Proficient in interpreting and applying federal, state, and local rules, laws, standards, regulations, and policies.

Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in civil and/or structural engineering.
  • Six (6) years of increasingly responsible professional engineering experience managing multiple projects.
  • Registered Professional Engineer in Oregon (or ability to obtain Oregon Professional Engineer certification through reciprocity within six months of accepting the position).
