Overview

The PM shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the Government, as required to meet the overall requirements of the LSS-D Contract.

Under the supervision of Senior Task Order Manager as applicable, The Project Manager is responsible to the Senior Task Order Manager for the day-to-day operational execution of all Program functions. Project Manager is responsible for overall problem resolution, planning, execution, and leadership of Program forward functions. Responsible for budget for the Task Order project and profit/loss responsibilities. The Project Manager must demonstrate exemplary management and leadership capabilities, especially in the areas of collaboration, team building, talent development, fiscal and human resources management, and process improvement. The Project Manager respects and responds to the Voice of the Customer (VOC); leads the Program team to the highest level of execution of the Statement of Work (SOW); and insure the alignment of the Program with the vision and goals of the Customer and Vectrus. He/she may be responsible for the day-to-day operations of the major areas of Program Management, Quality Control, Safety, HR, Finance, Contract Management, Logistics, ESH, Fire Department, Air Traffic Control, Supply, Badging and Screening, Food Service, Laundry and Fuel Service Operations. The Project Manager interfaces directly with prime contractor leadership at all levels in the location for mission accomplishment and problem resolution. Manages and directs engineering/operations on a major Program task project, or manages multiple IDIQ tasks, providing necessary project management and leadership to assure technical, cost, and schedule deliverables.

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.
  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Responsible for managing, monitoring, and tracking services.
  • Acts as the Contractor’s representative ensuring that all task order requirements are met.
  • Responsible for allocating and managing staff resources according to changing needs
  • Identify problem areas to resolve issues and respond to mission requirements to perform task order requirements.
  • Plan and manage projects.
  • Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from staff and USG representatives.
  • Performs other duties as assigned.
Material & Equipment Directly Used
  • Personal computers using Microsoft Office Suite of Applications (MS Word, Excel, PowerPoint, and Outlook), printers, and other forms of office equipment.
 
 

Qualifications
Minimum Qualifications:
  • Education: A bachelor’s degree in business administration, Management or related field. Advanced degrees such as a Master of Business Administration (MBA) or related field can be advantageous.
  • Certifications: Relevant certifications for this position is a Project Management Professional (PMP).
  • Clearance: Must possess a Secret Security Clearance.
  • Citizenship: U.S. Citizenship Required
  • Valid US Passport
  • A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and a host nation Driver's License is required

Experience:
  • Significant experience in life support services and/or logistics management with a minimum of 15 years at the PM or Deputy PM level.
  • Minimum of 5 years of experience within the last 10 years providing such services to large facilities or operations greater than $10 Million in annual operations.
  • Experience, particularly in the range of $100 Million or more is highly desirable.

Supervisory/Budget Responsibilities:
  • Responsible for the Task Order's Budget - Profit and Loss. Responsible for overall management of all people and programs assigned to the Task Order.

Skills:
  • Leadership Skills: Proven leadership abilities with a track record of effectively managing teams and projects to successful outcomes. Experience leading multidisciplinary teams and fostering a collaborative work environment is essential.
  • Financial Management: Proficiency in budgeting, cost control, and financial analysis, with the ability to manage a large budget effectively and ensure cost-efficient delivery of services. Experience with financial reporting, forecasting, and risk management is valuable.
  • Excellent planning and organization ability
  • Strong organization skills with the ability to manage multiple large complex project
  • Experience Leader and Mentor with superior delegation skills
  • Thorough Knowledge in contract management including production of Scopes of Work, Budgets, Schedules, contract development, bidding-award, contract administration
  • Knowledge of US military operations and contracting support in a contingency environment is desired.
  • Significant experience in project development and implementation management, including planning, budgeting, scheduling, forecasting, developing, and implementing policies
  • Sound civilian/military management background displaying the ability to staff, organize, lead, and manage a diverse work force greater for large multi-national workforce
  • Strong leadership skills with ability to effectively lead teams and influence others.

Working Conditions:
  • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.

Physical Requirements:
  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies.
