Primary duties and responsibilities:
FEMA will require individuals with specific technical expertise to conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. These individuals will conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks:
- Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans
- Thoroughly documenting analyses in writing
- Developing scopes of work, including related code and standard requirements
- Validating applicant-provided scopes of work, including related code and standard requirements
- Developing and reviewing cost estimates
- Advising FEMA staff on the technical validity of claims presented under FEMA’s arbitration process.
Electrical Engineer (Mid-Level)
•Must have a bachelor’s degree with 5 years of experience in a related field and professional registration or bachelor’s degree with 10 years of experience in a related field.
•Must have experience specific to the interior building wiring and electrical design.
•Must have experience in the design and construction of electrical systems for schools, prisons, utilities, and other large commercial facilities.
•Should have thorough knowledge of PA eligibility, law, regulations, and policies.
•Should have experience in cost estimate development and preparing CEF for large projects.
•Should have knowledge using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate.
Tasks:
o Review and prepare amendments for scopes of work, including related code and standard requirements.
o Review project cost estimates.
o Review applicant-provided cost claims for reasonableness and eligibility.
o Review applicant labor policies, pay rates and fringe benefit information.
o Draft eligibility recommendations
o Draft costs analysis
o Perform accurate quantification and provide detailed description of disaster related damage, including debris.
