Environmental Permitting & Due Diligence Manager – Data Center Development

This is a full-time W-2 contract (40+ hours/week), remote role based in the United States. Candidates located in New York, NY; Austin, TX; or Seattle, WA are preferred. Approximately 25% travel is required to support project sites and regulatory activities.


Summary

We are seeking an experienced Environmental Permitting & Due Diligence Manager to support the development of large-scale, mission-critical data center campuses across the United States. This role will lead environmental due diligence, permitting strategy, regulatory coordination, and compliance activities for greenfield and brownfield development projects from early site evaluation through construction.

The successful candidate will partner with cross-functional development, engineering, legal, construction, and operations teams to identify environmental risks early, secure complex environmental permits, and ensure projects remain on schedule. This position requires strong technical knowledge of environmental regulations, endangered species compliance, permitting processes, and agency coordination across multiple jurisdictions.


Key Responsibilities

Environmental Due Diligence

  • Lead environmental due diligence activities for greenfield and brownfield development sites
  • Manage and review:
    • Phase I Environmental Site Assessments (ESA)
    • Phase II Environmental Site Assessments
    • Regulatory compliance evaluations
    • Natural resource assessments
    • Biological evaluations
    • Cultural resource investigations
    • Noise impact assessments
  • Evaluate environmental risks and provide recommendations regarding site suitability and development feasibility
  • Coordinate environmental consultants and technical specialists throughout due diligence activities

Environmental Permitting

  • Develop and execute permitting strategies that support aggressive project schedules across multiple states
  • Manage environmental permitting efforts including:
    • Clean Water Act (CWA) Section 404 permits
    • National Pollutant Discharge Elimination System (NPDES) permits
    • Groundwater protection permits
    • Wastewater discharge permits
    • Other applicable environmental approvals
  • Monitor permit schedules and proactively manage agency review timelines
  • Coordinate permit applications, responses, and supporting technical documentation

Threatened & Endangered Species Compliance

  • Lead all threatened and endangered (T&E) species compliance activities
  • Coordinate biological surveys and habitat assessments
  • Manage Endangered Species Act (ESA) compliance activities, including:
    • Section 7 consultations
    • Section 10 consultations
  • Coordinate with:
    • U.S. Fish and Wildlife Service (USFWS)
    • National Marine Fisheries Service (NMFS)
  • Support preparation and review of:
    • Biological Assessments
    • Habitat Conservation Plans
    • Incidental Take Permit documentation
  • Develop mitigation strategies that minimize schedule impacts while maintaining regulatory compliance

Regulatory & Stakeholder Coordination

  • Serve as the primary environmental representative for project development teams
  • Coordinate environmental requirements across:
    • Development
    • Engineering
    • Construction
    • Legal
    • Risk Management
    • Water Resources
    • Power Infrastructure
  • Lead negotiations with regulatory agencies to facilitate timely permit approvals
  • Support community meetings, stakeholder outreach, and public engagement activities when required
  • Communicate environmental risks and recommendations to project leadership and executive stakeholders

Program Management & Compliance

  • Track environmental permitting milestones, regulatory commitments, and compliance obligations across multiple concurrent projects
  • Maintain permitting schedules, compliance dashboards, and risk tracking reports
  • Identify emerging environmental risks and develop mitigation plans before they impact project delivery
  • Support continuous improvement of environmental permitting processes and project delivery standards
  • Ensure accurate project documentation and regulatory recordkeeping throughout the project lifecycle

Our Ideal Candidate

  • Bachelor's degree in Environmental Science, Environmental Engineering, Biology, Ecology, Civil Engineering, or a related technical discipline
  • 7+ years of experience supporting environmental permitting and due diligence for large-scale infrastructure, industrial, energy, utility, or mission-critical development projects
  • Extensive experience managing:
    • Phase I ESAs
    • Phase II ESAs
    • Environmental permitting programs
    • Regulatory compliance activities
  • Strong knowledge of:
    • Clean Water Act (CWA)
    • NPDES permitting
    • Groundwater protection regulations
    • Wastewater permitting
    • Federal, state, and local environmental regulations
  • Experience supporting threatened and endangered species compliance under the Endangered Species Act
  • Experience coordinating biological surveys and environmental consultants
  • Proven ability to manage multiple environmental permitting efforts simultaneously
  • Strong project management and organizational skills
  • Excellent written and verbal communication skills with the ability to communicate effectively with regulators, consultants, legal teams, and executive leadership
  • Willingness to travel approximately 25% to project sites and agency meetings

Preferred Qualifications

  • Professional Engineer (PE) license or active pursuit of licensure
  • Experience supporting data center, mission-critical, energy, utility, or other large-scale infrastructure developments
  • Multi-state permitting experience, particularly in:
    • North Carolina
    • Georgia
    • Louisiana
    • Mississippi
    • Texas
    • Tennessee
    • Oklahoma
    • Florida
  • Experience working directly with USFWS, NMFS, U.S. Army Corps of Engineers, and state environmental agencies
  • Familiarity with environmental compliance management systems and permitting software
  • Experience supporting complex infrastructure projects with accelerated development schedules

Compensation & Benefits

  • The pay for this W-2 position ranges from $100.00 – $120.00 per hour.
