POSITION SUMMARY: We are seeking a detail-oriented Federal Wage Compliance Analyst to support certified payroll compliance for a large construction program funded under the CHIPS Act. The Federal Wage Compliance Analyst will work within the project accounting and document control departments and will report to the site Accounting Manager. This position will be full time, physically located 5 days a week on site. They will work closely with onsite Project Management. This position will be responsible for ensuring full compliance with the Davis-Bacon and Related Acts (DBRA), applicable prevailing wage laws, and federal reporting requirements. The role will leverage Elation Systems, an electronic certified payroll and labor compliance management software, to streamline compliance tracking and reporting.
PRINCIPLE RESPONSIBILITIES:
Certified Payroll Administration
Review and verify weekly certified payroll submissions in Elation Systems for accuracy, completeness, and compliance with Davis-Bacon wage determinations and fringe benefit requirements.
Monitor contractor and subcontractor submissions through Elation Systems to ensure timely reporting.
Compliance Monitoring & Enforcement
Audit payrolls to confirm correct classifications, wage rates, and fringe benefit allocations as documented in Elation Systems.
Identify, document, and communicate compliance discrepancies; coordinate corrective actions with contractors.
Maintain digital compliance logs, wage determinations, and correspondence records within the software.
Contractor/Subcontractor Coordination
Provide training and guidance to subcontractors on using Elation Systems for certified payroll submissions.
Serve as the primary point of contact for wage compliance questions and technical support related to the software.
Regulatory Reporting & Documentation
Generate compliance reports from Elation Systems for internal leadership, owners, and government agencies.
Assist in responding to audits, investigations, or public records requests using data stored in the system.
Policy & Procedure Support
Maintain up-to-date knowledge of federal, state, and local wage compliance laws.
Recommend process improvements to strengthen compliance controls, leveraging Elation Systems capabilities.
QUALIFICATIONS, SKILLS, AND ABILITIES:
EDUCATION
High School Diploma or GED required.
Bachelor’s degree in Business, Accounting, or related field; or equivalent work experience preferred.
EXPERIENCE
Minimum three to five (3-5) years of experience in payroll compliance, labor compliance, or construction payroll administration.
Demonstrated experience reviewing and processing certified payrolls on large-scale construction projects preferred.
Familiarity with U.S. Department of Labor wage determinations and compliance audits preferred.
Prior work in a general contractor or large subcontractor environment.

The NS-ARM will be responsible for overall Area Shutdown Request (ASR) compliance and proper execution of said ASRs at the following locations: CTA Roadways, Parking Structures, CUP, Terminals, and AOA Apron and Gate Areas. The main function of this position is to establish a collaborative working relationship with the following individuals: Airport Operations Night Managers (OPS 66), Airport Police, LAWA PM/Contractor Supervisor, and TDG Safety & Inspections. The NS-ARM will review all Approved ASRs for all Projects that are deployed and working within locations to ensure that the correct Approved and Current ASR with associated documents, are in the possession of the Project Supervisor and located in any vehicle parked in the Construction Zone. The NS-ARM will produce a Nightly Report and report back to the other CALM Team Members, the LAWA PM staff, and Safety and Inspection for any conflicts discovered during the previous night shift via the Nightly Report. The Night Shift Area Resident Manager will lead the Morning Huddle at 0630 and will produce a written report of all the day shift ASR/construction activities reported in the huddle.
Essential Job Duties
Lead the Nightly Huddle that occurs at 2330 hrs. with Airport Operations support. Distribute the Roadway Bulletin, Terminal Bulletin & Daily Roadway Map to attendees of the Nightly Huddle.
Lead the Morning Huddle that occurs at 0630 hrs. with Airport Operations support. Distribute a report of the Morning Huddle attendees with ASR/construction activities.
Perform “Site Checks” at each location within the CTA, Terminals and the AOA locations that have active construction activities that are deployed during each shift. The “Site Checks” should include the following:
Check the number of personnel deployed
Verify that the correct ASR is “in hand” with the Project Superintendent and posted on the dash of all vehicles.
Verify that the correct barricading and signage is in place per approved ASR.
Verify all scheduled deliveries are contained within the approved ASR and coordinated at Nightly Huddle.
Communicate with Safety and Inspection team regarding compliance of scheduled work. If through the “Site Checks” it is determined that there are vehicles or equipment parked curbside without the correct paperwork (an Approved ASR) or there is not a “No Cite / No Tow” for the speci?c license plate, contact LAWA Airport Police and Airport Operations in order to have the vehicle or piece of equipment removed from the CTA.
Take photos of each deployed project working in the CTA, Terminals and the AOA locations. The photos should capture items such as vehicle and equipment deployment, active construction,
vital tra?c and passenger movement as well as important barricades and signage. These photos should be labeled with relevant information such as photo description and date/time stamp.
Produce a Nightly Report that has both a written narrative component and photographic component that includes the following for each deployed project for that shift: personnel count, late ?ight information and any other relevant documents. Post the Nightly Reports to the CALMSHARE site. In addition, the nightly report should be saved on the V Drive and distributed to a predetermined stakeholder list.
Be thoroughly familiar with the scope and schedule for all projects (LAWA CIP, Maintenance, Airline, Concessionaire, TSA, etc.) currently active within the CTA, Terminals and AOA locations.
Act as responsible party to ensure that all construction in public areas has
appropriate barricades and signage as per the approved ASR. If there are de?ciencies noted, the NS-ARM will work with the contractor to correct de?ciencies and will report de?ciencies to the CALM Sign Shop Manager if additional signage is required.

The purpose of Quality Control Associate is to update and coordinate the planning, implementation, and supervision of the quality control plan. This includes working with employees as well as outside agencies or consultants involved in inspections and testing. Educate all parties as to the methods of quality control.
Responsibilities
Participate in the Planning Phase of the QC program by meeting with the QCS Team, the Project Manager and Superintendent to align project expectations for the Quality Control Program.
Develop a list of features of work (FOW) for each project and tie them to the project schedule.
Develop site-specific QC Programs for small to mid-level projects and submit to the QC Senior Manager for final review.
Develop meeting and inspection templates for each FOW.
Execute four phases of control (Planning, Preparatory, Initial and Inspections) for each FOW with the subcontractors, vendors, and client(s) and perform all required meetings.
Inspect incoming materials for submittal compliance and ensure that they are properly stored.
Oversee Superintendents inspections for each FOW and perform inspections as needed.
Track deficiencies and rework items to final resolution enforcing effective and timely corrective actions.
Document and track all QC documentation including all required third party inspections and test reports.
Provide weekly status reports with updated progress, status, and a look ahead for meetings and inspections to the QC Program Manager.
Attend all progress meetings and provide status on all QC activities.
Incorporate safe work practices across the QC program.
Develop final punch list and oversee the project closeout process.
Interface with the client and their representatives to provide status on project QC activities and to receive any feedback on our QC program
Coordinate QC support for startup and commissioning documentation with the MEP team.
Interface with the project manager and superintendent to align deliverables.
Qualifications
Active certification with the Army Corps of Engineers- Construction Quality Management for Contractors or an inactive certification that needs to be refreshed within 3 months of hire.
OSHA-10 certification.
2 years of data center construction experience is ideal
Motivated self-starter familiar with the QC process including developing a site-specific QC Program and establishing the 4 phases of control
Ability to communicate effectively with the Project Team and our clients.
Adequate knowledge in the CSA and MEP disciplines.
Adequate knowledge of building codes, NFPA-70E, and the NEC.
Proficient with Microsoft Office Suite software (Word, Excel, PowerPoint, and Outlook).
Excellent written and verbal skills.
Proficient document control skills.
